Role Overview
The Senior BIM Specialist Quantity Surveyor sets the cost-management and measurement strategy for a data centre project, campus or programme, holds commercial sign-off authority, and mentors junior and intermediate quantity surveyors. The role owns whole-project cost certainty — forecast final cost, margin and CVR — and leads the most senior client and vendor commercial negotiations.
The position defines how models are made "measurable by design" through the EIR/BEP, leads hyperscale-client cost reporting, and drives commercial strategy on fast-track, MEP-dominated delivery, across CTS's EMEA project portfolio.
Key Responsibilities
- Define and own the cost-management and procurement strategy for a major project, campus or programme.
- Hold sign-off authority for estimates, cost plans, valuations, variations, and final accounts, and act as senior commercial decision-maker.
- Own the whole-project cost report, forecast final cost, margin, and cost/value reconciliation (CVR).
- Lead commercial negotiations with clients and major subcontractors/vendors, including long-lead critical-equipment packages (chillers, generators, UPS, switchgear, transformers).
- Set measurement and Level of Information Need requirements into the EIR and BIM Execution Plan so BIM models support reliable 5D take-off.
- Lead hyperscale/colocation client cost reporting to RICS NRM / ICMS structures, including cost-per-MW benchmarking, cashflow/S-curves, change and risk registers, and contingency drawdown.
- Own contract and commercial risk, entitlement, and claims strategy under NEC/FIDIC and GMP/target-cost arrangements.
- Lead value-engineering and design-to-budget strategy across the project.
- Mentor and develop junior and intermediate quantity surveyors and review their deliverables.
- Support resourcing and commercial programme planning across concurrent packages/projects.
Required Skills and Experience
- Degree in Quantity Surveying, Civil Engineering (Engenharia Civil), Construction Management (Gestão da Construção), or a related discipline; postgraduate qualification advantageous.
- 10+ years of experience in quantity surveying / commercial management, including senior ownership of cost delivery on major, complex projects.
- Substantial track record on data centre / mission-critical or comparable large-scale infrastructure programmes, with deep understanding of MEP-dominated cost structures, resilience topology, and cost-per-MW benchmarking.
- Expert command of 5D BIM measurement and cost-management ecosystems (CostX, Causeway CATO, RIB Candy, Navisworks Quantification/Autodesk Takeoff) over a CDE (BIM 360 / ACC).
- Authoritative knowledge of RICS NRM and ICMS, ISO 19650, BEP, LOD/LOIN, and EIR authoring.
- Deep expertise in NEC and FIDIC contract forms and GMP/target-cost commercial mechanisms.
- Strong command of Portuguese measurement and public-/private-contract conventions (LNEC rules, Código dos Contratos Públicos, "erros e omissões", "trabalhos a mais/complementares").
- Proven leadership, mentoring, and executive/client/vendor negotiation skills.
- Fluent Portuguese and English.
