  1. PURPOSE OF THE ROLE The Civil Engineer is responsible for the planning, coordination, and execution of civil engineering works within high-voltage substation EPC projects across Europe. The role ensures that all civil deliverables—including earthworks, structural foundations, drainage systems, and associated infrastructure—are designed, implemented, and completed in accordance with project specifications, regulatory requirements, and company standards.

This position plays a critical role in bridging engineering design and on-site construction execution, ensuring technical integrity, constructability, and timely delivery. The Civil Engineer collaborates closely with multidisciplinary teams, subcontractors, and stakeholders to resolve technical challenges, optimise construction methodologies, and maintain high standards of quality and safety across all project phases.

  1. KEY RESPONSIBILITIES

Civil Engineering Delivery

  • Execute and manage civil works packages including earthworks, drainage systems, roads, and reinforced concrete foundations.
  • Ensure all works are delivered in line with project scope, specifications, and applicable standards.
  • Review and interpret engineering drawings, specifications, and technical documentation.

Technical Coordination

  • Liaise with design teams, contractors, and site personnel to ensure constructability and technical alignment.
  • Raise, track, and close technical queries (RFIs) and resolve engineering issues in a timely manner.
  • Coordinate interfaces between civil works and other disciplines (electrical, mechanical, etc.).

Construction Support & Supervision

  • Provide on-site engineering support during construction and installation phases.
  • Monitor subcontractor performance to ensure adherence to design, quality, and schedule requirements.
  • Support site inspections and verification activities.

Quality Assurance & Compliance

  • Ensure all civil works comply with project specifications, regulatory requirements, and industry standards.
  • Identify and manage non-conformances, implementing corrective actions as required.
  • Support audits and contribute to continuous improvement of engineering processes.

Project Delivery Support

  • Assist in project planning, scheduling, and reporting of civil engineering activities.
  • Contribute to progress tracking and milestone achievement.
  • Support commissioning and handover activities, ensuring completeness of civil deliverables.
  1. REQUIRED QUALIFICATIONS & COMPETENCIES

Education: Degree or equivalent qualification in Civil Engineering or related discipline (preferred).

Experience:

  • Proven experience managing civil construction activities on EPC, substation, or infrastructure projects.
  • Experience working in complex, high-risk construction environments.
  • Familiarity with European construction standards and regulations is advantageous.

Technical Skills:

  • Strong knowledge of civil engineering construction methods and sequencing.
  • Ability to read and interpret engineering drawings, specifications, and method statements.
  • Understanding of quality management and compliance processes.

Interpersonal & Communication Skills:

  • Strong leadership and team coordination skills.
  • Effective communication with multidisciplinary teams and stakeholders.
  • Ability to manage priorities and work under pressure in a dynamic site environment.
  1. STRATEGIC PERFORMANCE METRICS (KPIs)
  • On-time delivery of civil engineering works in line with project schedule.
  • Compliance with quality standards and minimisation of non-conformances.
  • Effective resolution of technical issues and RFIs.
  • Contribution to safe project delivery and adherence to HSE requirements.
  1. HSE
  • Comply with all applicable health, safety, and environmental legislation, regulations, and company procedures.
  • Integrate safety-by-design principles into all engineering and project activities, ensuring that designs and solutions prioritise the safety of personnel, equipment, and the environment.
  • Participate in risk assessments and hazard identification activities relevant to the role.
  • Report safety concerns, incidents, and near-misses in accordance with company HSE procedures.
  • Support the development and maintenance of a positive safety culture within the team and across projects.
  • Ensure compliance with the company Integrated Management System (IMS) covering quality, safety, and environmental standards.
  1. REPLACEMENT POLICY In case of absence of less than one month, the Civil Engineer will be replaced by another suitably qualified engineer within the project team. For absences exceeding one month, a temporary replacement will be appointed by senior management. Internal or external recruitment may apply according to DCS Norway replacement policy guidelines. The replacement person will assume the key responsibilities outlined in this job description to ensure continuity of project delivery.
