Civil Site Manager

- PURPOSE OF THE ROLE The Civil Site Manager is responsible for the planning, coordination, and execution of all civil construction activities associated with high-voltage substation EPC projects across Europe. The role ensures that all civil works—including earthworks, drainage systems, structural foundations, and associated infrastructure—are delivered safely, efficiently, and in accordance with project specifications, schedules, and regulatory requirements.
Acting as the primary site lead for civil works, the Civil Site Manager oversees subcontractors, labour, and plant resources, ensuring effective sequencing and coordination of works in line with the overall project programme. The role plays a critical part in maintaining quality standards, driving productivity, and ensuring full compliance with health, safety, and environmental requirements.
The Civil Site Manager also works closely with multidisciplinary teams, including electrical, engineering, and commissioning functions, to ensure seamless integration of civil activities into the wider project delivery lifecycle.

- KEY RESPONSIBILITIES
Site Management & Execution
- Manage day-to-day civil construction activities across the project site.
- Oversee and coordinate subcontractors, labour, materials, and plant resources.
- Ensure works are executed in line with approved drawings, specifications, and method statements.
- Plan, sequence, and prioritise civil activities in line with the project programme.
Construction Coordination
- Coordinate with engineering, electrical, and commissioning teams to ensure alignment of project activities.
- Manage interfaces between civil works and other disciplines to avoid delays and conflicts.
- Lead daily and weekly site coordination meetings with stakeholders and subcontractors.
Quality & Compliance
- Ensure all civil works meet project quality requirements and applicable industry standards.
- Manage inspections, test plans (ITPs), and quality documentation.
- Identify, report, and resolve non-conformances and implement corrective actions.
Programme & Performance Management
- Monitor site progress against programme and productivity targets.
- Identify risks to delivery and implement mitigation measures.
- Provide regular updates and reporting to the Project Director and wider team.
Permits, Controls & Documentation
- Manage site permits, inspections, and approvals in accordance with project requirements.
- Ensure accurate and up-to-date site records, reports, and documentation.
- Support commissioning readiness and project handover activities.
- REQUIRED QUALIFICATIONS & COMPETENCIES
Education: Degree or equivalent qualification in Civil Engineering or related discipline (preferred).
Experience:
- Proven experience managing civil construction activities on EPC, substation, or infrastructure projects.
- Experience working in complex, high-risk construction environments.
- Strong background in subcontractor and site management.
Technical Skills:
- Strong knowledge of civil engineering construction methods and sequencing.
- Ability to read and interpret engineering drawings, specifications, and method statements.
- Understanding of quality management and compliance processes.
Interpersonal & Communication Skills:
- Strong leadership and team coordination skills.
- Effective communication with multidisciplinary teams and stakeholders.
- Ability to manage priorities and work under pressure in a dynamic site environment.

- Comply with all applicable health, safety, and environmental legislation, regulations, and company procedures.
- Integrate safety-by-design principles into all engineering and project activities, ensuring that designs and solutions prioritise the safety of personnel, equipment, and the environment.
- Participate in risk assessments and hazard identification activities relevant to the role.
- Report safety concerns, incidents, and near-misses in accordance with company HSE procedures.
- Support the development and maintenance of a positive safety culture within the team and across projects.
- Ensure compliance with the company Integrated Management System (IMS) covering quality, safety, and environmental standards.
- REPLACEMENT POLICY In case of absence of less than one month, the Civil Site Manager will be replaced by a member of the site or project management team. For absences exceeding one month, a temporary replacement will be appointed by senior management in accordance with DCS Norway replacement policy guidelines. The replacement will assume the key responsibilities outlined in this job description to ensure continuity of site operations and project delivery.
