1. PURPOSE OF THE ROLE

The Professional Responsible is the designated person responsible for ensuring compliance with Norwegian electrical safety regulations, technical standards, and regulatory requirements across all DCS Norway substation projects.

The role is mandated by Norwegian regulations (FEK — Forskrift om elektroforetak og kvalifikasjonskrav for arbeid knüttet til elektriske anlegg og elektrisk utstyr) and requires formal qualifications to serve as the professionally responsible person for electrical installations.

The position works across multiple projects, ensuring that all design, installation, and commissioning activities comply with Norwegian regulatory requirements, including those set by DSB (Direktoratet for samfunnssikkerhet og beredskap), NVE (Norges vassdrags- og energidirektorat), and relevant TSO requirements (Statnett).

The Professional Responsible serves as the primary interface with Norwegian regulatory authorities and ensures that the company maintains its authorisation to operate as an electrical contractor in Norway.

Note: DCS Norway operates a competence-based resource model. While this job description defines the primary function of the role, individuals are expected to contribute across other engineering and project functions based on their competencies and the needs of the business. This approach supports team flexibility, professional development, and efficient resource utilisation across projects.

2. KEY RESPONSIBILITIES

Regulatory Compliance & Authorisation

• Serve as the designated professionally responsible person (faglig ansvarlig) for DCS Norway electrical installations in accordance with FEK requirements.
• Ensure the company maintains valid authorisation to perform electrical work in Norway.
• Monitor changes to Norwegian electrical regulations and ensure company compliance.
• Interface with DSB on regulatory matters, inspections, and compliance documentation.
• Ensure all electrical installations comply with NEK (Norsk Elektroteknisk Komite) standards.

Technical Compliance & Standards

• Ensure substation designs comply with Norwegian technical standards and regulations.
• Review and approve designs from a Norwegian regulatory compliance perspective.
• Ensure compliance with Statnett (TSO) technical requirements for grid-connected installations.
• Support grid connection compliance, including liaison with NVE and regional DSO requirements.
• Ensure compliance with applicable Norwegian building and environmental regulations.

HSE & Safety Compliance

• Ensure all project activities comply with Norwegian HSE legislation, including the Working Environment Act (Arbeidsmiljøloven).
• Support safety assessments and risk evaluations for electrical installations.
• Ensure safety-by-design principles are integrated into all project phases.
• Support incident reporting and investigation in accordance with Norwegian requirements.
• Coordinate with site HSE teams on electrical safety matters.

Permitting & Grid Connection

• Support permitting processes for substation projects, including NVE concession applications.
• Coordinate with municipal and regional authorities on planning and building permits.
• Support environmental compliance documentation and assessments.
• Ensure all regulatory submissions are accurate, complete, and timely.

Cross-Project Oversight

• Provide regulatory compliance oversight across multiple concurrent projects, some of which may be outside of Norway.
• Conduct or coordinate compliance audits and inspections.
• Ensure consistency of regulatory approach across all DCS Norway projects.
• Support training and awareness of Norwegian regulatory requirements across the team.
• Maintain documentation of regulatory compliance activities and decisions.

3. REQUIRED QUALIFICATIONS & COMPETENCIES

Education: Bachelor's or Master's degree in Electrical Engineering. Must hold formal qualifications required to serve as professionally responsible person (faglig ansvarlig) under FEK regulations.

Experience:

• Minimum 7 years of experience in electrical engineering in Norway.
• Experience as professionally responsible person or equivalent role in Norwegian electrical installations.
• Experience with Norwegian regulatory framework for electrical installations (FEK, NEK, DSB).
• Experience with grid connection processes and TSO/DSO interface in Norway.
• Experience in HV substation or electrical infrastructure projects in Norway.

Technical Skills:

• Thorough knowledge of Norwegian electrical regulations (FEK, NEK 400/440, NEK 399).
• Knowledge of DSB requirements and inspection processes.
• Understanding of NVE concession and permitting requirements.
• Familiarity with Statnett technical requirements and grid code.
• Knowledge of Norwegian HSE legislation for electrical installations.
• Understanding of IEC standards as applied in the Norwegian context.

Interpersonal & Communication Skills:

• Fluent in Norwegian (written and verbal) — mandatory.
• Excellent verbal and written communication in English.
• Must be based in Norway.
• Strong regulatory and compliance awareness.
• Ability to work across multiple projects simultaneously.
• Strong relationship management skills with regulatory authorities.

4. STRATEGIC PERFORMANCE METRICS (KPIs)

• Maintenance of company authorisation to perform electrical work in Norway.
• Compliance of all projects with Norwegian regulatory requirements.
• Timely processing of permits and regulatory submissions.
• Effective interface with DSB, NVE, and other regulatory authorities.
• Consistent regulatory approach across all concurrent projects.
• Zero regulatory non-compliance findings on inspections.

5. HEALTH, SAFETY & ENVIRONMENT (HSE)

• Serve as a key contributor to the company's HSE framework for Norwegian operations.
• Ensure compliance with Norwegian HSE legislation across all project activities.
• Integrate safety-by-design principles into all engineering and project activities.
• Support risk assessments and hazard identification activities.
• Ensure HSE considerations are embedded in regulatory submissions and compliance documentation.
• Report safety concerns, incidents, and near-misses in accordance with Norwegian requirements.
• Support the development and maintenance of a positive safety culture within the team and across projects.

6. REPLACEMENT POLICY

In case of absence of less than one month, regulatory responsibilities will be temporarily supported by a qualified engineer with appropriate Norwegian authorization. For absences exceeding one month, a temporary replacement with valid FEK qualifications will be appointed by senior management according to DCS Norway replacement policy guidelines. The replacement person must hold the necessary regulatory qualifications to serve as professionally responsible person under Norwegian law.
