HV Electrical Engineer (S1 Qualified)

PURPOSE OF THE ROLE The HV Electrical Engineer (S1 Authorised Person) is responsible for supporting the safe operation, testing, and commissioning of high-voltage systems within live substation environments across Norway and Europe. The role ensures that all switching operations, isolations, and energisation activities are carried out in accordance with site safety rules, project procedures, and regulatory requirements.

Acting as a key technical authority on site, the HV Electrical Engineer plays a critical role in maintaining electrical safety and system integrity during construction and commissioning phases. The position supports project delivery by ensuring that all HV works are executed safely, efficiently, and in alignment with approved procedures and project schedules.

Working closely with commissioning teams, construction teams, and project leadership, the HV Electrical Engineer ensures safe access to electrical systems, supports testing activities, and contributes to the successful energisation and handover of substation assets.

KEY RESPONSIBILITIES

HV Operations & Authorisation

  • Act as S1 Authorised Person responsible for HV switching and safety control.
  • Carry out switching operations, isolations, earthing, and energisation activities in accordance with site procedures.
  • Ensure safe access to electrical systems under permit-to-work and isolation systems.

Testing & Commissioning Support

  • Support HV testing and commissioning activities across substation systems.
  • Coordinate with commissioning teams to ensure readiness for energisation.
  • Verify system status and ensure compliance prior to energisation activities.

Safety & Compliance

  • Ensure strict adherence to electrical safety rules, procedures, and regulations.
  • Maintain control of permits, safety documents, and isolation records.
  • Identify hazards and ensure appropriate risk mitigation measures are implemented.

Coordination & Communication

  • Coordinate with project teams, contractors, and stakeholders on HV system status and activities.
  • Support integration of electrical works with construction and commissioning programmes.
  • Communicate system constraints, risks, and operational requirements.

Documentation & Records

  • Maintain accurate records of switching, isolations, permits, and system status.
  • Ensure all documentation is complete and compliant with project and regulatory requirements.
  • Support project handover documentation related to HV operations.

REQUIRED QUALIFICATIONS & COMPETENCIES

Education:

  • Degree or equivalent qualification in Electrical Engineering or related discipline (preferred).

Experience:

  • Minimum 5 years experience working on high-voltage substations, transmission, or power infrastructure projects.
  • Proven experience supporting HV testing, commissioning, energisation, and operational activities.
  • Experience working within live electrical environments under permit-to-work and isolation systems.
  • Experience coordinating with multidisciplinary construction and commissioning teams.
  • Experience interpreting electrical drawings, protection schemes, and single-line diagrams.

Technical Skills:

  • S1 Authorisation certification (or equivalent) for HV operations.
  • Strong understanding of high-voltage systems, protection schemes, and substation operations.
  • Knowledge of electrical safety rules, permit-to-work systems, and isolation procedures.

Interpersonal & Communication Skills:

  • Excellent verbal and written communication in English.
  • Must be an EU Citizen able to work on-site in Finland.
  • Strong organizational and multitasking capabilities.

STRATEGIC PERFORMANCE METRICS (KPIs)

  • Safe execution of HV switching and operational activities.
  • Compliance with electrical safety rules and procedures.
  • Delivery of testing and commissioning activities in line with programme.
  • Quality and accuracy of documentation and records.
  • Effective coordination with project and commissioning teams.

HSE

  • Comply with all applicable health, safety, and environmental legislation, regulations, and company procedures.
  • Integrate safety-by-design principles into all engineering and project activities.
  • Participate in risk assessments and hazard identification activities relevant to the role.
  • Report safety concerns, incidents, and near-misses in accordance with company HSE procedures.
  • Support the development and maintenance of a positive safety culture within the team and across projects.
  • Ensure compliance with the company Integrated Management System (IMS) covering quality, safety, and environmental standards.

REPLACEMENT POLICY In case of absence of less than one month, the HV Electrical Engineer (S1) will be replaced by a suitably authorised member of the project electrical or commissioning team. For absences exceeding one month, a temporary replacement will be appointed by senior management in accordance with DCS Norway replacement policy guidelines.
