Commercial Quantity Surveyor

Department: Operations (Construction) Reports To: Project Director

PURPOSE OF THE ROLE The Commercial Quantity Surveyor is responsible for managing all commercial and contractual aspects of high-voltage substation EPC projects across Europe. The role ensures robust cost control, accurate financial forecasting, and effective contract administration from project award through to final account settlement.

Operating across the full project lifecycle, the role supports commercial governance, risk management, and financial performance, ensuring that projects are delivered in line with contractual obligations and commercial targets. The Commercial Quantity Surveyor works closely with project, procurement, and finance teams to optimize cost efficiency, manage change, and mitigate risk exposure.

The position also plays a key role in subcontractor management, valuation processes, and reporting, ensuring transparency, compliance, and alignment with company standards and client expectations.

KEY RESPONSIBILITIES

Commercial Management

  • Manage all commercial aspects of projects from pre-contract stage through to final account agreement.
  • Develop, monitor, and update project budgets, forecasts, and Cost Value Reconciliations (CVRs).
  • Ensure alignment of commercial processes with company policies and contractual obligations.

Contract Administration

  • Support the administration of contracts in line with NEC, FIDIC, or other relevant frameworks.
  • Manage contractual communications, notices, and documentation in accordance with contract requirements.
  • Ensure compliance with contractual terms and conditions throughout project execution.

Subcontractor Management

  • Support procurement, evaluation, and appointment of subcontractors.
  • Manage subcontractor performance, payments, and contractual compliance.
  • Assess and agree subcontractor variations, claims, and final accounts.

Cost Control & Change Management

  • Monitor project costs against budget and identify variances.
  • Assess, manage, and negotiate variations and change control processes.
  • Support the identification and mitigation of commercial risks and opportunities.

Valuations & Reporting

  • Prepare and submit interim valuations, applications for payment, and final accounts.
  • Provide accurate and timely commercial reporting to senior management.
  • Contribute to financial reviews, cash flow forecasting, and performance analysis.

REQUIRED QUALIFICATIONS & COMPETENCIES

Education: Degree or equivalent qualification in Quantity Surveying, Commercial Management, or a related discipline (preferred).

Experience: Proven experience in commercial management within EPC, substation, or infrastructure projects. Experience managing subcontractor packages and complex project environments.

Interpersonal & Communication Skills: Excellent verbal and written communication in English. Must be an EU Citizen able to work on-site. Strong organizational and multitasking capabilities. Strong knowledge of contract forms such as NEC and/or FIDIC. Advanced cost control, forecasting, and financial reporting capabilities. Strong analytical skills with the ability to interpret financial data and project performance.

STRATEGIC PERFORMANCE METRICS (KPIs)

  • Project cost performance against approved budgets
  • Accuracy and reliability of forecasting and CVR reporting
  • Timely agreement of variations and final accounts
  • Effectiveness of subcontractor commercial management
  • Identification and mitigation of commercial risks

HSE

  • Comply with all applicable health, safety, and environmental legislation, regulations, and company procedures.
  • Integrate safety-by-design principles into all engineering and project activities.
  • Participate in risk assessments and hazard identification activities relevant to the role.
  • Report safety concerns, incidents, and near-misses in accordance with company HSE procedures.
  • Support the development and maintenance of a positive safety culture within the team and across projects.
  • Ensure compliance with the company Integrated Management System (IMS) covering quality, safety, and environmental standards.

REPLACEMENT POLICY In case of absence of less than one month, the Commercial Quantity Surveyor will be replaced by a member of the project commercial team. For absences exceeding one month, a temporary replacement will be appointed by senior management in accordance with DCS Norway replacement policy guidelines. The replacement will assume the key responsibilities outlined in this job description to ensure continuity of commercial and contractual management.
