Procurement Engineer

Job Description

1. PURPOSE OF THE ROLE

The Procurement Engineer is responsible for managing procurement activities related to electrical infrastructure equipment used in high-voltage and medium-voltage substation projects. The role supports engineering and project teams by ensuring the timely sourcing, technical evaluation, and procurement of equipment required for the execution of substations serving data centers and industrial clients across the Scandinavian market. 

The position plays a key role in supplier engagement, technical bid evaluation, and contract negotiation to ensure procurement activities align with project specifications, commercial requirements, and delivery schedules. The role also ensures coordination between engineering teams, suppliers, and project management to support the successful delivery of projects. 

The Procurement Engineer requires strong knowledge of HV and MV electrical equipment, including transformers, switchgear (AIS and GIS), protection and control systems, and auxiliary systems, with particular awareness of equipment requirements for data centre electrical infrastructure.

2. KEY RESPONSIBILITIES

Procurement Strategy and Planning

• Prepare procurement plans aligned with project schedules and engineering requirements.

• Identify and evaluate suppliers for electrical infrastructure equipment, including HV/MV switchgear, transformers, protection relays, and control systems. 

• Coordinate procurement activities with engineering and project management teams.

• Monitor procurement schedules to ensure timely delivery of equipment.

• Maintain procurement documentation and supplier records.

RFQ and Technical Evaluation

• Prepare Requests for Quotation (RFQs) for electrical equipment packages.

• Coordinate with engineering teams to define technical specifications.

• Perform technical and commercial bid evaluations.

• Prepare bid comparison reports and recommendations.

• Support technical clarification processes with suppliers.

Supplier Management

• Support supplier qualification and evaluation processes.

• Maintain relationships with approved suppliers and manufacturers, including key vendors such as ABB, Siemens, Schneider Electric, and other Nordic and international suppliers. 

• Coordinate supplier documentation and technical submittals.

• Monitor supplier performance and compliance with project requirements.

• Support supplier development initiatives.

Contract Negotiation and Procurement Execution

• Participate in commercial negotiations with suppliers.

• Support preparation of purchase orders and procurement contracts.

• Ensure contractual terms align with project and company requirements.

• Monitor procurement budgets and cost efficiency.

• Support project teams in procurement decision-making.

Equipment Delivery and Project Support

• Coordinate Factory Acceptance Tests (FAT).

• Monitor supplier production schedules and expediting activities.

• Coordinate delivery logistics with project teams.

• Ensure procurement documentation is complete and aligned with engineering requirements.

• Support construction teams with equipment documentation and supplier coordination.

3. Required Qualifications & Competencies

Education: Degree in Electrical Engineering, Procurement, Engineering Management, or related technical discipline.

Experience:

• Minimum 10 years of experience in procurement of electrical infrastructure equipment.

• Experience with HV or MV substation equipment procurement.

• Experience managing supplier negotiations and procurement processes.

• Experience coordinating procurement activities with engineering teams.

• Experience supporting EPC or EPCM infrastructure projects.

Technical Skills:

• Knowledge of electrical equipment including transformers, switchgear, protection and control systems, and auxiliary systems.

• Experience preparing RFQs and performing technical bid evaluations.

• Familiarity with procurement documentation and supplier qualification processes.

• Understanding of technical specifications for electrical infrastructure projects.

• Understanding of data center electrical equipment requirements and redundancy standards.

• Experience working with Nordic suppliers is considered an advantage.

Interpersonal & Communication Skills: 

• Excellent verbal and written communication in English (Portuguese is considered a plus)

• EU citizenship preferred to facilitate site visits across Scandinavia. 

• Strong organizational and multitasking capabilities.

• Strong negotiation and stakeholder management skills.

• Ability to work collaboratively with engineering and project teams.

• Timely execution of procurement processes aligned with project schedules.

• Cost efficiency and budget compliance of procurement activities.

•  Quality and compliance of procured equipment with technical specifications.

• Supplier performance and delivery reliability.

• Effective coordination with engineering and project teams.

5. Health, Safety & Environment ( HSE)

• Comply with all applicable health, safety, and environmental legislation, regulations, and company procedures.

• Integrate safety-by-design principles into all engineering and project activities, ensuring that designs and solutions prioritise the safety of personnel, equipment, and the environment. 

• Participate in risk assessments and hazard identification activities relevant to the role. 

• Report safety concerns, incidents, and near-misses in accordance with company HSE procedures. 

• Support the development and maintenance of a positive safety culture within the team and across projects. 

• Ensure compliance with the company Integrated Management System (IMS) covering quality, safety, and environmental standards.

5. Replacement Policy

• In case of absence of less than one month, the role will be supported by another procurement or engineering team member.

• For absences exceeding one month, a temporary replacement will be appointed by senior management. Internal or external recruitment may apply according to DCS Norway replacement policy guidelines.
